I tried to create a a train with as many games as I'm allowed to giveaway but set the incorrect end time. So I had to delete all the giveaways because you can't edit the end time.

So then SG says I've exceeded my giveaway limit or deleted too many and offered me the option to send a support ticket to request an increase.

Next I attempt to send a ticket but can't because I've sent the max tickets for the day. (Deleting giveaways is considered a support ticket even though they automatically auto-resolve)

Seems like an oversight in the system to me. ¯_(ツ)_/¯

There could be some GA edit grace period with time limit and for example until first entry.

This would make the most sense to me. Allow you to edit up to an hour after creation or something. Like how some websites allow you to "ninja" edit.

Sorry to hear that! Next time maybe let the giveaways just end instead, then you wouldn't be out all those slots! I'm paranoid enough about making mistakes that I double and triple check my giveaways before confirming them, that might also be an idea going forward. :D

Someone can correct me if I'm wrong but I think each user gets 3 GA slots plus another 1 for every 3 successfully completed (delivered) giveaways. So I think you'd normally have 24 slots (because of 63 giveaways finished). For each deleted GA you lose 1 slot. Multi copy giveaways count for multiple slots. If you've run out of slots, they don't reset themselves. You'd have to contact support.

So people don't create fake GAs for 1x GTA V, 1x Cyborg Booty Simulator 2017 (a.k.a. NieR:Automata) and 1x PUBG to promote their YouTube channel, delete them 1 hour before they end and do the same thing all over again the next day.

All of those limits on support tickets, giveaway slots etc are generally there to prevent spammers and abusers. Yours was an honest mistake and I'm sure the support team will help you out, it just might take a couple days.

Yeah, this. ^^^ You didn't know, but yes, the removed slots are permanent. I'm sure the mods can get things straightened out since it's all based upon an honest mistake.

To put it even more simply: creating a GA consumes 1 slot (per copy). When the GA ends and the winner confirms he received the game, you get back 1+1/3 slot (again, per copy). When the GA ends and there was no winner (no entry), you get back 1 slot. In any other situation (deleted GA, or game not received), you don't get your slot back.
Not sure what happens if you schedule a GA in the future and then delete it before it even starts.

Your deletions removed all the slots and will not reset. You will have to make a support ticket asking for more slots once the ticket limit resets.

Standard policy is that staff'll reset your account to the initial 3 giveaway slots once you manage to get a ticket in, as your lost slots were due to mistakes rather than site misuse. You could also ask them to provide you with additional slots, which they may agree to, especially as you already have quite a few giveaways sent out. (I've gotten the impression that staff is generally fairly open to providing extra slots on request.)
It's worth noting that- as you mentioned it was intended to be a train- private giveaways can just be allowed to expire (if you haven't posted the links anywhere) so you don't lose the giveaway slots for deleting them. As PieceOfMind noted, you begin with 3 slots, and gain an additional slot per three of your giveaways marked Received. Once a giveaway ends (be that either with a winner who marks Received or with no entrants), you get refunded the slot used. There's no other factor that influences your number of giveaway slots, other than staff intervention.

As you noted, automated support tickets counting toward your daily cap does feel like an oversight.
