The Dev decides how it's called when you activate a Key. That doesn't mean it will necessarily get revoked :)

I won a game recently that activated as "for beta testing". I also was not sure what to do. I did some searching and it seems that sometimes keys are sold that way, especially if it was purchased during early access and it will probably never be revoked because it was not meant to be a temporary key.
There is no guarantee where the key came from though and maybe it really is a temporary beta key that could end up getting revoked. I left a comment on the giveaway page explaining this just to have a record incase anything happens in the future. I marked the game as received and I'm not too worried about it after reading that it is common. If the game ever gets revoked, take a screenshot of the Steam notice and then create a support ticket to remove the received feedback.
There is a rule against giving beta keys, but I'm pretty sure that only pertains to temporary keys, so there's not much anyone can do because of the confusion created by some beta keys being temporary and some being permanent.

That is not the point. He is worried that it is a temporary key for beta testing that will be removed from his account in the future when the beta testing period is over. Creating giveaways with those type of beta keys is against the rules.

I had SEUM (speedrunners from hell) show up as beta when I won it...dev just hadn't changed the name yet, even though it was the proper retail key. It got fixed up a couple of months later. A beta label doesn't necessarily mean that it's beta. You can always try to post on Steam and see if the dev replies.

For beta testing is not a beta key. Beta key usually have a license with capital BETA letters in the end, without anything extra.
Normally the beta testing thing happens because a developer requested those keys before game release or during the early access.

Keys generated pre-release are appended the text "for beta testing" by default, so if for example the game was bundled pre-release then the key can be named like that as well. Most of the time you're safe. But I've had a "for beta testing" key revoked twice, both times were when I got this key specifically to help with beta testing, and then the dev revoked all these keys, possibly because some people didn't help with testing and instead sold or gave away the keys.
Back on topic, I would mark as received - if it gets revoked, you can always open a support ticket to mark it as not received.

Won a DLC yesterday and when I activated it this showed up:

Now I am not sure how I should handle it since Beta keys might get revoked some day.
Already made a post in the GA, but so far the creator didn't react to it.
