How do I know if something is region locked?

I bought Stellaris from Humble Store, but I got gifted it to me before I redeemed the key so I wanna make a giveaway for it. I just have no idea how to find out if there's a region lock on it or not.

In your HB account, I think you can generate a 'gift link' if you have never revealed the key code yet. Once you do, a note/information about the game not being redeemable/activated in, for example "these countries , ,____" will pop up.

Websites that maybe useful to check on a game's region restrictions:

Steam Locked - I use every time before I make a giveaway. Straight to the point and lists the countries that may cause problems with a game. Seems to be trustworthy and accurate so far. Don't have much or any experience with using Steamdb, so maybe someone else can give their insights on it and how to check a game's restrictions on there as well. You can also search its Steam forums for past questions or info about this, or make your own personal thread for help. GL!

I tried Steam Locked and checked its Steam DB links for a few games I got in the US but hadregion restrictions, but reconciling them is a bit confusing:

ADR1FT GMG says it activates in my region, and there are no region restrictions. https://steamlocked.com/app/300060 says "There is a risk you won't be able to ACTIVATE your copy from" 6 countries, but two app ids list no restrictions and one of the app IDs says "Countries allowed to activate: CN JP KR TW HK MO". Doesnt the latter ID imply that Steam has one set of keys/ids that ONLY activate in those 6 countries? Doesnt the other 2 apps imply Global activate, or does the existance of keys for specific regions mean that those regions cannot activate the other apps?

Impact Winter - Where does the risk of not activating in Armenia come from if it's not listed in the raw data of countries that allow activations of specific IDs? Also, when looking at the raw data, there's an app ID that is banned in JP. So why isnt that listed in the big risk/warning statement?

Aside from other advice you've gotten, searching Humble Support for the name of the bundle that your came from will reveal any blatant region restrictions. I also search the Deals forum here which may have detailed info and barter.vg for general region flags
