Intel Core i5-4460 around 200€
Asus B85-PRO GAMER LGA 1150 around 110€
Asus STRIX-GTX950-DC2OC-2GD5-GAMING around 210€ (you should put half your whole budget on graphics card)
Kingston HyperX Savage 16 Gt KIT (2 x 8 Gt) around 80€
Crucial BX200 480 Gb SATA III SSD around 150€
ID-Cooling SE-214X around 30€
Cooler Master Silencio 550 around 100€
Corsair 600W CX M around 90€
Windows around 27€-150€ or just go free linux.
That should be around 1k€
But I would wait till rx 480 has come on market.
Plus you didn't said if monitor and keyboard and mouse should be included.

Buying a DDR3 board is becoming less and less future-proof even in mid-term. The whole industry is really trying to shift to DDR4 finally, so in a few years DDR3 sticks will most likely start climbing in price, like how it is getting increasingly difficult to find working a DDR2 stick nowadays if you ever blow one.

Well, you're going to want Windows to get as many games as possible, and I'd recommend i7, 16 GB RAM, and at least a GTX 9**. Unfortunately, you're rapidly cruising for over 1k that way. Also, $1000 is vastly different from 1000 Euros or 1000 Pounds, so you might want to specify.

Don't get a PC right now. Both Nvidia and AMD are releasing new GPUs at this exact moment, jumping from a 28nm(which they have been stuck with for about 5 years now) node size to 16/14nm node. That's enough to render previous-gen cards entirely obsolete for new builds.
Wait for a month or two until market demand for these new cards stabilizes.
