I grant you it's a bit of a cluster to unpack, but I think this is clearly forbidden.

You might tell that to every single group recruitment thread in the "Group Recruitment" section of the forums then.
There's a giveaway there, with no requirement to join, and a link to a group. The worst he is guilty of is advertising his Steam group in the wrong sub-section of the forums.
The part you quoted was written about Gleam giveaways (and other sites outside SG), that require you to join a group, tweet, follow, etc, to get a free key.
