how works steam gifts? when i win a gift, can i give away it to a friend or i mus activate that game? ...and i have seen, than many people win the same game, how it is possible?

No you are supposed to use the winning on your own account.
if you see some one with multiple wins of same game, report them, they are rule breaker.

As to how they do it, you dont need to know that ;)

You must activate the game if you won it. And you should not enter giveaways of games you already have.

You can turn off games which you have

I now the rules but i have seen a many people winning the same game twice, and i would little bit confused about that. But its everything clear to me now :)

it is, but many ppl here read these threads everyday 10000 times, because everyone asks these questions. Thats why the lovely moderators made a FAQ, which you should read first, before you ask questions. No offense ;)
