i pay ~$30 a year for 2x domains over at godaddy.com which gives me 10gb free hosting without any ads or any drawbacks. i don't actually host anything but http://d3m4n.com & http://bhzrd.com are domains i keep renewing for email purposes. i have blank black pages setup atm, cause i don't really even have a use for hosting.
has windows or linux options, sql database, ftp access, you name it its fully featured.

ahhh, i was starting to wonder about that.. yeah i've been a customer for 10straight years thru them. with both those domains.. also in the past i had rented a VPS for ~6months as well and hosted a game server off it.. that was the only time i actually had a use for the hosting side of the domain. i had the mods for czero (cs1.6 re-textured) hosted off the website for sv_download purposes.

oh no, right away i can say you're right about a limit in bandwidth.. i only meant no ad banner, or not having sql or ftp access kind of drawbacks, it was as if it were a cheap but paid service. but even when i was hosting a ton of files that had to be downloaded by users i never even touched half that limit (i think it was 1tb per month, but this was years ago when i actually truly utilized it).. but i think its a special circumstance like Geosmin was saying, since im an older customer thru them is all. nowadays it looks like the domain is far cheaper then what i am paying, and no longer comes with free hosting, so what i said is kinda only unique to me and i didn't know it.
but no i did mean paid domain that gave free hosting along with it.. and like you said it does have bandwidth limit, but for most common uses besides porn stream/downloading it should meet most peoples needs (if they could somehow still get it, which doesn't look likely)
in my circumstance though paying $14.99 (+private domain registration +iCAN fees) per year (x2 domains)[totals something like $35.45 or so], for the unlimited email forwarders, 100 mailboxes, 10gb hosting with bw limit that does have mysql & ftp support/access, and a cple other stupid features (website builder etc). is well worth it, and a better deal then even $4 a month xD
glad all this came up though, now i know not to ever let that shit expire since i'd lose all those extra goodies i get for being an old customer ^^

Now imagine developing a full API for SG, not just that small bit of information. Methods to deliver current giveaways, the list of bundled games, whether a game is ungiftable or not, members of a group, stats for given user/groups, etc.
Depending on how it's coded and optimized, free hosting doesn't really have to be a problem here. The actual solutions that are available to you, such as the fact that I can't host my C# ArchiBoT on free hosting, are bigger problem than actual number of users or requests that have to be handled. I'm doing crazy things in terms of optimization, as you can get really far with really cheap hardware - ArchiBoT is able to parse over 10 giveaways per second, including all groups, entries, winners, whether it's bundled or not and all other related data. All of that on Intel Atom N2800 @1.6 GHz, and it's not even max possible performance, as I'm getting to around 280% (out of 400% available) CPU usage, rest is pure bandwidth and requests limitation to not flood SG server, so even that poor hardware can parse HTML and deal with load in a very fast way (and of course, that data is then kept in MariaDB database etc). In comparison, you're getting much more power in cheapest VPS for a few dollars per month, not to mention shared hosting for 3$.
Assuming your API idea would work properly, all of the data would be kept in short-lived cache powered by some SQL database, which means that request would be a simple query to database with given arguments, and optional force-refresh of it if it gets too old. This is pretty much what KnSYS is doing with his SGT (giveaways part), and he's serving much more than a few thousands of users. Whether free hosting is good or bad for that is another thing, but if you do it properly you can limit actual costs much - all of my toys made so far (and there are at least dozen of them) are located on my single dedicated server for which I pay 3$ monthly. Yes, the same cost here is offered for shared hosting, which is ridiculous.

No, bandwidth is never a problem if you're only providing API. JSONs being sent are gzipped and resulting calls are nothing compared to a simple webpage with two or three images.
Check yourself - according to Chrome, 1 KB, with entire TCP overhead.
And something super-heavy has ~154 KB, but nobody alright with his mind asks for that much.
So assuming that a single call has more or less that 1 KB, your 10 GB would be equal to 10 millions of requests, around 333.3k daily, 13.8k hourly. And that is only 10 GB assumption, which is pretty low for today's standards. Having even 1k requests hourly is gigantic amount, several (properly coded) apps won't require that much, ever, and we have 13x that amount. ArchiBoT maybe sends ~200 requests per 15 minutes, and that is already considered heavy by me.
Of course, all above calculations are based on that 1 KB call, in practice it differs from one to another, but I'd say that amount of data contained in that 1 KB is appropriate if we'd talk about SG API.

I seriously doubt there are no drawbacks at all.
GoDaddy's management is associated with a pretty sizable amount of unethical and disagreeable practices, ranging from promoting bigotry, to supporting SOPA, to supporting killing endangered animals, to manipulating domain pricing to overcharge customers, to dubious advertising, to offering overpriced services and poor service quality.
I stopped using them just for their low quality well before all the other issues popped up as being topics of discussion, so yeah, they're pretty disfavorable among hosting providers.
