I have a LATAM key for an old game. It's not possible to get a different key and I just want to use this one. I'd even offer to gift someone a game worth $5 USD if they were able to actually help me succeed in this. The online guides are useless because you need a payment method from the region now, and to make a purchase, and I thought I'd just buy Wallpaper Engine with my balance but it won't work. This game means a lot to me and if I didn't really want to play it I wouldn't even mess with this. Region locks should die. I'm not asking for your credit card unless that's just what you want to do. I would really like another way around this if possible. I don't understand why it's made so impossible and we still have this problem.

I need to activate the region locked key, so no, that link is useless unless it changes my region and I can use the game I already have.

I was only going to use Wallpaper Engine as a cheap purchase to fulfill the requirements for that, I don't actually need it.

Well, I didn't read your main post correctly, but yeah, you are asking to go against Steam's TOS, as someone else said.
There are reasons for regions, but that's a whole other debate.

Why not trade the key you have to someone in LATAM in exchange for a key that isn't region-locked, or another game that you can then trade for someone else for the key you want.

Or you can sell they key on the grey market and then use those funds to buy a key for the game you want.

If the key you have is for a removed game however then you're a bit more stuck and would NEED to investigate how to change your region (and be sure your willing to go through with it taking into account all the risks, like losing your account due to violating rules).

That goes against Steam's TOS, and maybe SG's rules too (not quite sure right now), so it's not quite recommended.
If you really can't just get another key for that game, why not create a new account in the target region for activating it, assuming you just want to play it and don't care about the specifics. What game are we even talking about anyway?

To be honest when you said it was an old game I expected something from like 15+ years ago, not from 2020.

Look, if you really can't get a key for your region, then the most straight forward way would be to travel to LatAm and make a brand new account there with a local IP so you can activate the key. Then after you're back from your vacation just let that account untouched for a month or two just to be safe, then log in from home and move it to your region by adding a local payment method and making a purchase, after that you should be able to play the game as long as it doesn't have a run lock (those are lifted after a while, I think a couple of years max).

Run lock is lifted 90 days after the successful purchase. They also could just use their own Steam account. It is not prohibited to actually travel and then buy games from there. They need a local IP, a local address and a local payment method. They can only change the store region once every 2 weeks and the last purchase from the old region has to have been at least 48h ago. Same goes for the change back after returning home. What's prohibited is any kind of faking that.

But they'd still need a local payment right? Can you even get one of those as a tourist?
I don't know about other countries in LatAm but in here to get a card (credit, debit, or prepaid) you need a DNI (local ID) and to have that one you need citizenship.
