You give 3 copies away that basically counts as 3 giveaways, you need to get positive feedback for those first then you can make more.
If you plan to give away a lot more (seeing you gift something you made) then you could send in a ticket to support asking for more slots, if not so much, it's just better to wait.

All new users are limited to 3 giveaway slots. The giveaway you created has 3 copies, which uses all 3 available slots.
Once each giveaway ends, the winner will activate the game and mark the giveaway as received (the winner has 7 days to activate the game). Once it is marked as received, that giveaway slot will be free and you can create another giveaway. For every 3 games you send that are marked received, you will receive an additional giveaway slot.
If you delete a giveaway or it is marked "not received" by the winner, you will lose 1 giveaway slot. If you lose all your giveaway slots, you will not be able to create any giveaways and you will have to contact support, explain what happened, and ask for more slots.
As long as the game you are giving away has not been given away for free in the past, when it is marked "received", you will get contributor value and advance to level 1.

If you're looking to promote a game, the best option is to create a featured giveaway. These giveaways are displayed at the top of our homepage, and receive the highest visibility. Featured giveaways are created in the same manner as every other giveaway, and our site will automatically feature giveaways on our homepage if they contain 50 copies of a game or greater, and if they're ending within four days. We feature up to two giveaways at once, and if more are available, then two will be displayed at random, with preference given to giveaways of higher copies. Please note, the giveaway will only be displayed to users that have permission to join, and if you choose to limit your giveaway to a particular Steam group, it will only be visible on the homepage to members of that group. If the limitations on your account do not allow you to create a giveaway for 50 copies or greater, then please contact support. We'll upgrade your account to developer status, allowing you to create giveaways up to 100,000 copies.
