Tell support that if they don't respect your interests as a consumer you will take your hard-earned dollars elsewhere--like Origin.

But only tell that that if you're desperate. That's a tough bluff to pull off; they know no one wants to Origin.

Plus, how you gonna call your service Origin when you weren't even first? Or second? That's bold. And wrong. Like wearing an orange sweatshirt and yellow dress pants.

Won't hurt to clear your list of authorized devices in Steamguard.

Steam -> settings -> Manage Steam Guard Account Security -> checkmark "Deauthorize all other computers now"

If soemone else managed to log in once, they probably registered their machine as an authorized device. Deauthorizing everything prevents them frrom logging in with pre-generated security tokens.

Did you try checking your mobile phones for malware? Unlike Steam wants everyone to believe, they are much less safe than PCs and the Steam app gives anyone full access to your account.

Listen to Nanabanana, that's solid advice. Do it using a linux live cd, then change both emails and passwords (don't change them to the ones you used before and don't use the same passwords for the new emails !!!). Reinstall Windows on the PCs you are using (full format) before logging in to steam from them. You can download linux live CD here. This may be drastic, but that's what I would do. I'm not familiar with mobile devices, so I can't tell how much do they matter for this, better listen to Starwhite for this. If you need something more, don't hesitate to ask.
Edit:
I forgot to mention that it's best you change the passwords and emails through Linux as well.
