Problem with my giveaway

I made a DotA 2 giveaway.
I checked the winners steam profile just out of curiosity and it turned out he already has DotA 2 on his account. Only 0,1 h played but it looks like it's there.
What should I do now ? Should I select someone else or give it anyway ?

I've never done this before but I think once I reroll it's permanent and it wouldn't be fair to the person who won in the first place if that's just the spectator client.

add the winner on steam and talk to him/her, only way to know, and you will have to trust the winner in this one.
And 0,1 hours is not long enough for even a match, so he probably got it in the inventory and saw it was spectator, my guess.
