That is the most likely what happened. If it was above $30, then there was something that was overlooked and based on the values, Pacific Storm Allies would fit perfectly.

for price drop this is true, but
if you make a giveaway before a game was considered bundled you get the original cv, but the date in which it is considered bundled can be made retroactively.
This is just to make sure people don't drop tons of hib keys on day 1, before mods can add the games to the bundle list.
