After 12 hours all I got after the initial instructions and verification is a message confirming that, but no key. If I repeat the steps all it says is that I have already been verified, but nothing else. I have nothing like "no more keys" in my e-mail after that, just nothing... :(

I don't think it's a scam in the slightest. I just think the whole thing was put together rather shoddily. They are incredibly understaffed.

I'm only making a guess here, and am probably lacking in many facts, but I would assume that behavior like this—the exploitation of proxy/address hiding—is exactly the reason people are having problems getting keys, when in all likelihood GMG had a set number of keys for each region. Now, before you attack me, I want you to seriously think about it for a second. We've all seen how greedy folks get when a company starts a promotion involving free keys; they want to hoard the keys so that they can trade them and effectively get something for nothing. The only way to do this is to 'trick' the system by creating/using a bunch of throwaway emails and possibly requesting a new IP from an ISP if they have a dynamic IP. Even as this thread progresses, there are plenty of EU giveaways popping up, and with the promotion going on, it seems too convenient for it to be coincidental that someone who actually paid has made their giveaway coincide with this whole business. So while these sorts of folks hoard the keys, individuals actually interested in the promotion for the game are getting shafted because the supply of keys reserved for X-region is depleted. So they in turn resort to lying to the system in order to get a key, thus depleting another region's keys, all the while the hoarders are also doing this.
Instead of getting mad at Green Man Gaming for something that's probably not entirely in their control, get mad at the people contributing to the mess. This is, of course, simply my take on the whole affair. Already having the game, I took no interest in the promotion, so I'm probably lacking the facts.

The problem is that they promised this key and never said anything about regional set of keys. And a lot of people that voted in the first days just couldn't get their key because GMG distributed them in a stupid way.
Simple solution: Since the people were asked anyway to link to a steam account during the process, why not just automatically activate the key in the account without actually giving the key to the person? This way people wouldn't be able to get spare keys to create GAs or trade.

I agree they do not make it clear which countries these are and I also agree that they screwed up by not being truthful when saying "out of keys" when they aren't. However, two wrongs don't make a right, which is exactly what this thread is explaining by exploiting the system using Tor. You also are assuming that people are taking multiple keys to GA or trade, when you don't know this as fact. Its very possible people already owned this game since its been bundled before and has been on sale 10s of times and took a free key because they could. I personally didn't because I already own the game and couldnt be bothered with voting.

Exactly, they never listed the countries that were out of the promotion. And since I got my key from my normal IP (from Brazil), we could assume that Brazil is an applicable country, then why do other people from here are not being able to get a key?
And you are right, I can't assume that people are taking extra keys to trade, but I still think they could have just used the steam system to automatically activate the key and this would force one and only one key per steam profile and no trading options.

i'll admit that i didn't get the "out of keys" at all; i also voted weeks ago, though. When i did the data-entry part on the joysticks/GMG page, i had to put my info in again, but got my key immediately.

To say this a scam is completely wrong. If anything, GMG should be more forthcoming instead of giving a generic "Out of keys" message instead put up a "You're not eligible" sort of message with the reason why, but that could also push people to do what you did, which is exploit the system. Whether free or not, its still an exploit.

The key here being APPLICABLE COUNTRIES, which isn't made clear here (probably is on the Awards page T&C but I dont know), but obviously some countries are left out. Whatever countries are not getting the game are clearly not in a "GMG trading country" or in another words, a country they do business in. They didn't cherry pick your countries, they have to follow their own countries' trade laws.
I do think GMG should've been more forthcoming with the reasoning for denying, but this sort of moaning is silly.

Well then my interpretation of "APPLICABLE COUNTRIES" is wrong. I'm not well versed in international trade laws. That said, you still exploited a perfectly legal block they're allowed to have. Its not a scam.
I don't know why certain countries are blocked, but clearly they are and it goes right to the first line of the T&C.

This guy started an uproar in a dumb way and helped hundreds, if not thousands of people exploit the promotion for keys they didnt diserve or came too late to vote and didn't get one.

It's unfair business practice because:
They gained new accounts with legit emails, for GMG site, Playfire and CVG. Many pre-voters even linked their Steam account to Playfire and of course voted in GJoystick awards.
Restricted countries were never disclosed.
Terms of promotion were not available at the day of announcement.
Participants voting from restricted countries were still able to finish giveaway web form, thus creating new GMG account in process (+CVG acc ofc.).
Even while they've finished point (4), there was message that there are no more keys left, even though there have never been spare keys in first place.

it first come first serve, if you late to vote, maybe they're just out of stock for your region.

GMG lied about the starter pack aswell.
i just refused to buy anything from them in future cause of this.. simply put don't fuck with me.

This deserves a new thread so all people can see this.
As you probably already know, GMG had a promotion where you got "XCOM: Enemy Unknown" for free. A lot of people weren't able to actually claim the free game. They received server error messages, and later a "sorry, you're too late, all keys gone" message.
This is a lie.
Many users reported that they are still getting keys, even though I and many, many others are being told "sorry, you missed this" by the GMG website.
GMG is simply lying to the people they promised a free copy of the game. I just followed the advice of another user to use a proxy or the Tor Browser in order to claim a copy of the game.
I did that just now. Over 5 hours after GMG started claiming that no more keys are available. With my normal IP address, I've been told "sorry" for hours now and that all keys are gone. But when I tried to claim my copy using Tor Browser, bam! I instantly got a key:

A Steam key was immediately emailed to me. I just activated the game in my account, you can find it in my library.
It might take several reconnects to the Tor network to make this work, since there's always a chance that you will end up with an IP that is also blacklisted by GMG. What IP you get when using Tor seems to be random and not predictable.
With my normal IP address, this is what GreenManGaming was/is telling me:

So plain and simple, GMG is lying to me when they say that "you missed this one." No. I didn't miss this one. And neither did all those other people. Keys are still being given. GMG is simply discriminating against people in specific countries.
You might ask what the big fuss is about. It's not like we paid them money. It was a free game to begin with. The issue here is that people are being used. They got baited to vote for their Game Of The Year awards by being promised a free copy of a game. The more people vote, the more the status of those awards is raised. They baited people, and then lie to them by telling them that they missed this offer, even though clearly they did not miss it. People are being baited and used.
I would be very surprised if GreenManGaming isn't breaking some law in at least one country with what they pulled here.
