Just got a gift copy of YOSE in my Steam inventory, apparently for owning the original.
So don't buy if you own the original, just restart Steam to get your free copy.

A few things people should know about this:

The base/original game is no longer be purchased from Steam (as of ~4 years ago according to barter)

It can still be purchased under "YOSE" by various stores listed on other stores as tracked here and here by sites like ITAD

A news update relevant to all State of Decay owners was just posted to the Steam page for the first time in 5+ years:
Undead Labs is coming back to Steam with State of Decay 2! In celebration, and as a "Thank You!" to our loyal Steam players who have patiently awaited this news, all owners of the original State of Decay game are receiving one complimentary copy of the remastered Year One: Survival Edition.
No action is necessary. If you own a copy of State of Decay on Steam, your Steam inventory now contains a tradeable gift copy of YOSE (including all DLC). This gift is yours to redeem and play forever, or to send to a friend who missed out on the zombie apocalypse.
This shows up in inventory as giftable but "Not Tradeable" until Boxing Day:
Gifts become tradable 30 days after purchase. This gift will become tradable on Dec 26 @ 5:00pm. You can still send the gift at any time by clicking the "Send gift..." button. Only trading is restricted.
EDIT: Also, someone on barter has posted the following info, claiming that anyone who activates a key for the base/original game will be gifted YOSE:
upon activation most copies of the game sub/31613,sub/31614,sub/50774 provide tradable Steam Gift "State of Decay: Year One Survival Edition - Gift Copy for State of Decay owners
