Your logic is flawed. Not everyone who gives away a lot of games (high level) owns a lot of games (and vice versa - not everyone who owns a lot of games make giveaways). I'm fairly certain cg won't add this sort of filter to the site, as it directly diminishes the purpose of the level system.
However, there are other ways to accomplish your goal.

I'm an example of this. I own 245 games, but I have given away 128 games and I will be level 5 when my winners decide to stop being dicks. I'm not a game collector and I don't want to own games I don't want to play, so I have given away a lot of games I wasn't interested in from bundles I bought.

I was just pointing out that level on SG (or Steam, for that matter) is no indication of how many games someone might own.

Edit: Worth pointing out, though -- if those people spent their money on games for themselves, there would be others who would have fewer giveaways to enter. Something to think about. ;)

Yeah I don't understand that logic either.
And since we're talking about levels, let's be honest, there aren't that many GAs for level 6 and up, and level 8+ GAs are extremely rare so if people who give more games end up getting less odds to win, that's pretty ironic.

Oh I think it's really cool too. And that's why I also pointed them to Unlucky7. Not owning a lot of games on Steam is a bit of a problem as a filter on SG though since your account is supposed to have a certain amount of $$ just so you can register. And then there's also people with multiple Steam accounts.
Not owning a lot of games in the account connected to SG doesn't mean a person doesn't have tens of thousands of games in other accounts.
It's a good goal but SG might not be the best way to go about it.

He just said people with few games deserve to win something, he didn't explicitly say people with lots of games do not. So, I'd say it's at least unclear whether he meant it the way you understood it (unless he elaborates somewhere in the thread and I didn't see that yet).
While I definitely wouldn't agree with the notion that people with high game count don't deserve to win more games, I kind of understand why he would do some GAs with such a restriction. The Unlucky 7 is based on the idea that people who didn't win much get some nice chances. This is more or less similar. People with few games get a better chance of winning something. At least I like this idea better than excluding people because of 10 year old VAC bans, So, my opinion is - why not? Even if that definitely excludes me from his GAs. ;)

Only problem I can see is that the number of accounts with fewer games owned on steam may in fact be the second, third, fourth, so on and so fourth, account of someone with many games on their primary account - given the known use of bot accounts on both SG and steam, the idea that you may be giving a game away to someone with fewer games may in actual fact be a fallacy - but we are all for someone doing whatever floats their own boat and makes them happy :)

It might be counter-productive for me to say this (as I am one of these guys with 10k games on my account), but I would assume the number of people who actually have multiple accounts running on SG successfully without getting caught is probably smaller than the number of people with thousands of games. And that is just an assumption, as I don't have any real numbers to work with here.

Like has been said, SG level has nothing at all to do with how many games you have or even have won from here. You can theoretically own 20k games of which 10k you won from here while having given away nothing. So you're a low level user who for some mysterious reason deserves to win much more than someone who has 100 games of which 10 are won from here but has given away 10k away here thus getting to a high level.
So if leechers deserve to win more, why not add cheaters to the list and only give to people with VAC bans, makes about as much sense to me.

You can also join the "Unlucky 7" group here on SG. You can opt to make your giveaways for unluckies only by writing it in the description. Those are people with less than 8 wins on SG. Other members of the group won't enter once they see that in the description.
There are a few other groups like "Playing Appreciated," "Pay or Play," and "Playing Matters." In these groups there are rules that the winner has a specified period of time to play their win, or they get kicked out. At least with those groups, you can be almost sure the winners will play the games. If I had an expensive game to give away, I'd be considering that since some games don't deserve to end up in the hands of a card farmer.
Check out the group recruitment section for some of the groups I mentioned.
I sometimes give games away outside of SG to people on my friend's list that don't have many games and a small wishlist. If I see that I have something from a bundle that they want, I generally give to them. =)
But... You can never be 100% certain that people with lower level Steam accounts have less games. The account they use on here might not even be their "real" Steam account.

I'm not really sure what you mean by "deserving" but if you want to give away only to people who haven't won a lot of games (which is very different from people who have given a lot), and who have still given some games, I recommend joining the group Unlucky 7 and making "Unluckies only" GAs there.
Only people who have less than 7 wins will be able to enter.

I agreed that I wouldn't mind a filter for those who don't own many games, but this new addition is something I simply cannot agree with. No one deserves any more than the giveaway creator decides. I myself dislike small game-trading groups, but I also have the tools at my disposal to exclude them from my own giveaways.

Rather than lament what you're not able to enter, appreciate what are are able to enter? You're given the chance to win some free games. That seems pretty damned cool to me (I know I certainly appreciate every given opportunity).

It does not seem fair to me, to make a raffle to give games to those who DO NOT HAVE and that people with more than ten thousand games win them. I propose a filter so that high levels do not participate in some games as it takes away the opportunity to win someone who has no games. Thank you for your attention and good night.
