I just got a Steam gift copy of Medieval Engineers from dispenser.tf. When I searched for the game there was only one listing for it that wasn't a 4-pack or a Medieval Engineers + Space Engineers bundle, so I selected it. Prices ranged from 2-5 keys so naturally I went for a 2 key copy. When I went to activate it, I got the message 'This item cannot be added to your library because it is restricted from your country' so it must be region locked.

It was not marked as region locked on dispenser.tf (no RU/CIS yellow icon) and now that it's in my Steam inventory there is no red text saying that it is region locked or what countries it can be redeemed in. I am from the UK and the shop owner appears to be from Germany - I've added him to talk about it, just waiting for him to come online.

I'm not too annoyed about it - it was only 2 keys - and my first thought was that, if the seller won't accept a return, I could gift it here on SteamGifts. But as it's region locked I would have to list it as such but, as it isn't marked as region locked, I have no idea what region it's for. Is there any way to determine which region it is for?

EDIT - The shop owner very kindly took the game back and refunded my keys, but was also a bit confused about why it wasn't marked as region locked because he successfully activated a copy.

If I'm not mistaken, the UK & Germany are both classed under EU1 for purposes of regional restrictions... So the no cross region trading setting shouldn't be an issue...

Nevertheless, it does have a AllowCrossRegionTradingAndGifting: No setting attached to the application for both singular and 4-packs

If it was purchased in Germany, even as 4-pack originally, then logically, it would be restricted as EU1, so UK activation wouldn't be an issue... Although, it could also be that it'll only activate in Germany and/or there may be issues because of the different currency. We don't use the Euro (Thankfully.) - A steam bug thinking the UK is a different region, or maybe we are flagged as a different region for steam purposes anyway, so can't use EU1s... but that wouldn't make sense in itself.

Seems similar concerns on the Medieval Engineers community page too. Someone commenting about only being able to find RU/CIS restricted gifts; though in those cases, was clearly marked in red text.

I'd say it might be worth contacting steam support too, though when it took them nearly two months to get back to me about a game being revoked over "payment issues by request of the developer" and no action taken what so ever, when Humblebundle resolved it in less then 4 hours... For something like a gift copy, versus payment issue, probably take six months to get a reply >.>

Your currency theory is a good one. I've been fortunate enough to get a refund so thankfully there's no need for me to get Valve involved, but hopefully if there is a bug enough people will complain for them to fix it.

In the past I've come across gifts from 4-packs that are region locked to the region the 4-pack was redeemed in, but don't say they are region locked. Maybe one of those?

(I don't see why there was an issue if it was from Germany though, maybe the trader got it from elsewhere?)

I think that's possible but the seller said that he successfully activated a copy for himself in Germany (not sure if he opened a 4 pack or just got multiple single gifts) so we're both confused about why it would work in Germany but not the UK.

Sorry, can't add anything useful on this issue, I am not faced with such a still, but since the question of the topic is about the regional restrictions, maybe someone can answer.

On greenmangaming have a page with "Rocket League (RU)", but the page is not specified anywhere about regional restrictions on the game. Could be a key regional restricted or not (I mean, the list of languages do not even indicates the presence of Russian).

Yes, keys can be region restricted, even if there is only one (international) version of the game, which may not have all languages available.

Isn't expressly stated that it was purchased from GMG, but This Page on Reddit talks about a Rocket League RU key.

Its stated that the key can only be activated - and the game played - BOTH while using a Russian VPN service, which obviously carries significant risk, not just from the fact it violates steam's terms of service (See This article on Region Restrictions specifically "Can I use a proxy, VPN ...") if the VPN used happens to be an unsecure one, then its entirely possible your login information could be intercepted.
