GTA V for USD $30

Just wondering if anyone has noticed that Nuuvem ohas GTA V (http://www.nuuvem.com.br/produto/2086-grand-theft-auto-v)

Will this be blocked if I am in Australia and purchase it? Seeing how it's not a Steamworks game, will I be able to play it in Australia?

This game sold by nuuvem won't give you a steam key, just the rockstar social club key, so I beleive that you be able to play it everywhere.

I believe someone asked from Nuuvem support and they said it would be locked to SA.
