I have no idea why its not listed on the main Xotic page with the other 2.
Bundle Stars gives you a single key for this game. Steam called it "Xotic European Special" or something similar when i activated it. (I'm in Canada) but it shows in my Lib as Xotic. The 3 DLCs are all listed within that like normal DLCs.
