Is bioshock scary sometimes?

I don't think they meant to make it scary.

It's more about building a creepy, somewhat off putting, atmosphere. In all the Shock games you're always taken out of your regular environment and trapped in some weird place. It could be a floating city, or an underwater one... or even a space station. Whatever it is, the character you play is always trapped in some way with a bunch of maniacs trying to kill you. That concept alone is creepy.

None of the gameplay elements focus on that though. The player always becomes monstrously powerful quite quickly in all the games, at which point it's more about action & exploration.

To me, it wasn't exactly scary, but when I wasn't playing carefully or just rushing areas, I had a lot of back to back "OH SHIT" moments when running out of ammo or health, etc. I thought the ambience of the game was very unsettling, especially when you realize what is happening, etc. I've only played Bioshock 1 and 2, still haven't gotten around to infinite quite yet.

Creepy.. Yes
Scary.. Not even for me
But well at least for me Bioshock 1&2+Minerva's Den are better than Infinite because of that atmosphere
I like that creepy-ish atmosphere
Don't forget the classic song that all Bioshock game had (at loading screen most of the time)
They're nice thing too, get creep'd then they put classic song in the background xD
