To be honest, I did not see any annoucements for it, I just happened to enter the Game Vault page and noticed I could get it, so.... a glitch is possible.
Or maybe they had millions of keys available... Dunno, it looks decent enough from the Steam page, so I spent my ARP on it.

You should be fine. There's most likely still a bunch of stock left and is the reason why this system was implemented (where you can double dip vault games). There was only a stealth announcement by the AWA admin about this change.

I didn't know that -the 15% cost artifact set also applied to the game vault. that's insane value.

It applies to anything you can "purchase" in the marketplace, as the game vault is technically just another part of the marketplace, so it covers cosmetics, Dell Rewards (if applicable) and game vault titles, including after they've been discounted by AWA.
It's why so many recommended getting the artifacts for that set to newcomers when they rotate in, it's pretty decent in its own right (untill you get fully upgraded Steam artifacts) but that discount just can't be argued with, especially if you consider the standalone discount artifact has never been made universally available AND it takes a huge chunk of artifacts to get to the same 15% as the set. It's often the only thing that makes the huge T5 prices manageable.

It's not glitch, at Discord they wrote that's a feature which they testing. However it won't be always, might only come again if will be leftovers 😀

Could have been on purpose, it's not as if this hadn't been suggested to them a thousand times, as a way of sinking some extra ARP (plus giving an opportunity to people who truly want 2 games from the vault), instead of just letting the extra keys go to waste.

I would assume this comes due to multiple factors like people having too much arp not wanting to spend it on the marketplace stuff, things not selling out and keys going unused or wasted so them trying to not have leftover keys, and other things like alienware now lowering the tier of giveaways after a few days as well, so if there's keys left lower leveled people can also get those too rather than the keys just going to waste. So overall a good change, I just hope the way it's implemented is day 1 you can claim just 1 game, and day 5 if there's leftovers they open for taking another game. If on the spot you can claim multiple games that seems a little broken to me.

And what I mean by this is that it is possible to get a key for it even if you claimed something this month already from the Game Vault. It costs ARP, of course, but I was surprised by this turn of events.
