no cross region trading steamdb

Does this mean I can only gift the game to my region even if I buy from humble? Or if it doesn't show region restrictions on humble I should be able to gift to all?

Depends on what game it is. If you tell us the game people will be able to give you a better answer. Sometimes bundle sites show the wrong info or even lie about restrictions. If you click on the packages tab on steamdb you can see what restrictions are available.

From what I can see anyone should be able to activate keys. And from the US you can probably send gifts to anyone since most regions have lower prices and the rest are under 10% more. But I would wait for some more people to confirm.

This only applies to gifts bought through Steam. Humble assume any items bought are for your own use and as such don't typically display any restrictions. Humble do usually show restrictions when you generate a gift link though.

It means nothing. It's old, now unused flag.

Whatever it's there or not, have no impact over anything period.
