Easiest way to do this:
Put them above each other:

Have a line with the indices and one for the result:

............... (15 dots)
Now write the characters with the corresponding index on the dotted line in overwrite mode (press "insert" on keyboard to toggle).
Use notepad++ or something, so you have a fixed width font to do this. :)

Even with the solution posted, I'm still completely clueless. xD I can see that the stuff is just rearranged, but can't see how it was rearranged... Alwell, way too late anyway. Thanks for the keydrop regardless, even if it did seem to go to some ungreatful git... Goes through the trouble of decoding, then doesn't post.

Following that... I came up with 0MZX3-B34T4-5ZW72, as posed by eduard, which presumably would be the correct order, rather than the key.
Decoding that then comes out with 047WM-TX35B-32Z4Z...

I'm not even sure how I can be overcomplicating it... Just using the example provided.
