You will need to check for each individual game. Almost anywhere when the price is not more than 10% extra in the other regions store. Check on steamdb.info

Keys can be a better option if the price is right.

I tried this a few times, it doesn't always work. So I recommend just do restrictions just in Canada to avoid future problems.

When you purchase a gift and try to give it away, steam will tell you if it can't be given to the chosen person and cancel the purchase before you even get to pay.
