cant buy game? but why!

okay so today i was goin to buy terraria four pack because i have a 50% off coupon but when im on cart it says you already have this game and i cant buy it,but why cant i buy it as gifts?
and if i cant buy it in my account can i use the same paypal account on another account i have?or will steam ban my account for using paypal on other account? help me please D:

you can only buy singles as gifts if you already own the game. you can buy 4pack on another account with the same paypal. i havent been banned for it. either way it means more money for them

I think 4 packs can only be bought if u take one and get the other 3 as gifts.

I've had a similar problem trying to buy 1 version of sanctum as a gift and keep getting an error
