With the rule that gifting bundled games only give 15% of the value, does that include only the actual super cheap variety like Humble Bundle, or also "bundles" like Resident Evil 4/5/6 Pack that barely cost any less than buying the actual games individually?

I believe the rule is meant for bundled games from (HB,Indiegala....etc) since you basically pay 1-10$ for 3-10 games.so This rule doesn't apply for steam bundles such as RE bundle & VALVE complete bundle.
(Edit: RE complete pack is in the bundle-games list might be due to the 1$ price glitch)

Yes it was super cheap or bundled on Mar 24, 2015 so its only 15percent and I mean the entire bundle set so its considered bundled.

Oh gotcha, I was wondering what the reason was since at the moment it for some reason costs even more than buying the three games individually, so I was wondering why it was on the list. Also games in Steam sale will count for full value as long as they're not Bundled Games, right?

Some cases when its SUPER CHEAP like 90percent off it will be added to the bundled list too even if its from steam sale.

Well, sometimes Russian games with 90% sale cost so little they are 95% off US price and then they go to bundle list.

To be fair, Russian prices are usually far lower then US prices to start with that a 50% off sale should put a game on the bundle list.

Yes, as long as the game has not been bundled, you'll get full value even if bought on sale.
Just keep in mind that a game that gets a discount of 95% or more will be considered bundled.
For example, How To Survive has never been in a bundle, but it was 95% off during this sale, so it has now been added to the bundle list.

The major algorithm for deciding if game is bundled or not is the result of the question if the game ever was on 90%+ discount.

All HB/IG and so games are discounted, often for more than that. But steam games hitting -95% on sale are considered bundle as well.

Maybe anyone can answer this question for me: how much is that pack mentioned in the OP now during the sales? It doesn't seem to be available in my country, I can google the sub page, but clicking it only takes me to the front page... Might get it from traders if the price is right.
