so if i buy a card from uk and try to activate in paksitan will it work ? and will it give me money in $ or pounds?

You can't redeem a USD card if you're normally buying in EUR if that's what you mean.

i usually buy with us card but as now i cant buy one bec i dont live their anymore but friend of mine can buy me a uk card will it work ?

Your wallet cards have to be the same currency as your Steam account.

A friend brought me one from the US and it worked properly. I don't know about the currency change because both the Argentinian and the US store are in USD.

No region lock at all. Managed to redeem 5 wallet giftcards from USA so far (although they usually convert $ in € for me)
