There's less of a "civilization building" and more of tactical combat in Cossacks. Research and development is restricted to a very limited historical period (17th and 18th century), so you definitely won't see barbarians armed with clubs fight helicopters, but combat is far more tactically oriented.

if these games we're anything like Age of Empires
I think they even use a few shared upgrade icon :D
The main differences though:
HUGE empires - 100 workers minimum, easily hundreds of footsoldiers. It's RTS warfare upscaled
Walls use stone to stay up, certain units want salary, firing cannos and rifles "cost" coal and iron
Only certain units can attack buildings.
Maybe these are the most typical things in the games. They are good strategy games with civilizations having different building styles, a few special units or completely different ways to approach the combat (Super armored, light cavalry/ infantry, gunman, mounted archers and such)
