Troubles Purchasing on Steam

So I have $20 in my Steam wallet. I can't seem to purchase anything in the store, but the Community market works for me to sell and buy. I need help. I have no restrictions on my account, and nothing else should be affecting it.

I'm not in a rush as the game I want isn't on sale or anything so it's fine for now.

To my knowledge/experience if you convert cash (paypal for example) for the FIRST time into your steam wallet, it won't let you buy anything in the steam store but does allow you to make purchases in the market. You have to wait a week

It's not the first time. And the first time I put cash into my account, I was able to buy PayDay 2 and Terraria both with no problems.

Does the country you added funds to your wallet match the country you are trying to purchase something from the store?
