Hasn't there been a suggestion like this a month ago?
https://www.steamgifts.com/discussion/KVggT/blacklist-reason-notifcation
Maybe reading through that already gives some pros/cons to your suggestion.

what point? if i get a prompt to fill out something like that the only thing you'd see is:
Reason: cause -or- cuz -or- ...
the notification private mail isn't happening either, wish it would too though. but people are to scared of spam, it kills you know.
edit: im slow atm, only replied on one of the suggestions at first. :/

With the blacklisting thing, you wouldn't be entering a description, you would have a bullet style menu where you mouse clicked one of the reasons and moved on, it would literally be 1 mouse click and done. No custom descriptions as that would lead to insults and trolling through it.

i still don't want to know why, the only thing that could make it work for me if the options were.. "stupid reason" "really stupid reason" "moronic reason" "idiotic reason"... since those are the top four reasons imo.
now, on the otherhand (as i stated the last time this popped up), i wouldn't mind knowing who and why i've been whitelisted. but i don't wanna read some stupid reason on blacklists.

No, that is why I gave them the ability to filter.
You could filter by friends only and have the option where the winners of your giveaways could message you for only a short time like maybe only 48 hours after they have marked their giveaway received and such.
To include it without the filters would be just asking for begging.

If my winners want to message me, they can use the giveaway's comments. Which I would very much like them to do instead dropping me a friend invite on Steam to tell what they could have written here as well. 'Tis especially funny when one can write a generic copy-pasted thanks message there but doesn't have the required minimum brain power to figure out maybe other words can be put in that field.

In that case, I would move they can include a private message in the description when they mark the key as received where you can choose to look at it if you wanted without them effectively joining what looks like a bot chain in the giveaways thread.

I was blacklisted by a person after sending the gift that he won on one of my giveaway for what? Simple he said me that I have a "scammer site" on my profile name, not on my SG profile, my STEAM profile... so, I approve this suggestion ^^

What I'd really like to see is some sort of BL tagging for your personal view only, it would be nice to be able to see why you've blacklisted this or that person.

On the personal messaging part, I would suggest sthg like "Creator of a discussion can do a private message to any person that commented on his thread. Only one message by comment can be done this way, and the personal message will have as subject the title of the discussion page".
This would be very useful to giveaway keys that cannot be given away, or do invite giveaways without a whitelist, and the possibility of spam is also nonexistent.
You could also have "creator of a giveaway can do a private message to any person that entered his giveaway" with the same restrictions.
Again, technically no spam (by entering a giveaway you would agree that this could imply a message would be sent to you). This would be useful when you want the winner to request reroll for some reasons.

Also, each month, the 24 people that were added to the most blacklists that month need to fight each other. Afterwards, 23 are banned from SG, and the winner's blacklists turn into whitelists.

My suggestions are simple.
1) The ability to actually private message people. You can put in limitations as to whom can actually message you where you can only be message by designated people or those who have won a giveaway from you for a set period of time. But the ability to send personal messages would be greatly appreciated.
That way people may thank the person whom they won a giveaway for personally if they won or they can hold personal conversations through the site without going through steam.
2) The other suggestion would be to give descriptions for blacklisting a person. The purpose for the blacklisting one would be to show the person whom is blacklisted why they were blacklisted when they find out. You don't need to give actual custom descriptions which can lead to insults and such but just a simple bullet style box selection where you could choose between stuff like "Ratio", "Attitude", "Website Infraction" and other options.
The lack of descriptions on blacklisting ends up causing more issues than it solves in my opinion.
