well, if assuming that you want a handheld device for the ease of carrying: a hacked PSP, Nintendo Wii, jail-broken iPad or even Raspberry Pi. Otherwise, your own PC will do the trick :3 Hope that helps!

both is portable, using intel atom, win 10 and played well with STEAM games!!! (at least that's in the advertisement)
GPD is more llike mini laptop while PGS is dual boot with android

btw is there even any usable dolphin emu? i've never get it right, most likely because my laptop is too slow though

If you ask me every option for dolphin emulation are horrible besides a powerhorse PC. Better get a custom build wii as a portable with a nice LCD screen. For instance some examples:

The cost should be ~200$, so around the same as a shitty to mediocre tablet (for dolhin emulation), depending how cheap you get the parts and if you can build it yourself of course ^^" Or you could always write to someone who already built one (see links) if he will also build you one.

Edit: OR you could get yourself a Switch, seems like first runs with dolphin homebrews are quite promissing from what I read (even if it could take awhile to get Homebrew and Emulation really stable), also you have access to a much greater library that way^^
