Yeah, best solution would be to ask a non-German friend to get it for you and give you the key, you'll be able to activate them without any issues. If you don't know anyone who can get it for you, I don't mind doing this.

Well, for me this worked out well. I had GOTYs for BL1 and BL2. Purchased this BTA tier, gave away BL1 and BL2 keys to my friend, and kept this newly added DLCs to myself. Everyone was happy in this situation, but it is just a coincidence.
I hope not to see this from HB in future.

The Steam website for Borderlands 2 Season Pass is frustratingly vague. It doesn't seem to even mention what you actually receive (unless i'm just blind). Anyone here able to say definitively what content is included? Anything that isn't already included in B2:GOTY?
Edit: Trying to answer myself, here's what the descriptive paragraph mentions, some of it is mentioned twice which makes it sound like more than it is:
- Ultimate Vault Hunter Upgrade Pack (includes one level-cap increase)
- Captain Scarlett and Her Pirate's Booty
- Mr. Torgue's Campaign of Carnage
- Sir Hammerlock’s Big Game Hunt
- Tiny Tina's Assault on Dragon Keep
So all of this is already included in B2:GOTY.

Thanks for the information... couple questions in case you know:
1) How is the second-level cap increase different from the first? Where do you obtain the first-level cap increase? This webpage says that the level cap increase actually comes from the Ultimate Vault Hunter Pack... and if that's true is actually included in GOTY.
EDIT: This webpage says:
the default level cap is Level 50. If you own either Ultimate Vault Hunter Upgrade Pack 1 or Pack 2,
the level cap becomes Level 61, and if you own both, it becomes Level 72.
... Therefore, the level cap with the Season Pass is Level 61.2) Are you sure that all 5 headhunter packs come with the season pass? For instance, the first-four headhunter packs came as a completely separate key unrelated to season-pass in the latest humble bundle.
3) The season pass website and the webpage linked above doesn't reference the word "skins" at all, do you have any more info about the skins contained in the Season pass?
This is all a bit much, so will understand if you pass ;o) (i'm dumbfounded that the store page isn't 100% clear about this stuff)

Ah sorry didn't realize you were comparing the season pass to the GOTY. Yea the GOTY includes everything the season pass does.
The second level cap increase also adds overpower levels through a new map. Overpower levels basically increase the level of mobs and gear, up to 8 times, without increasing your character level.

Thanks mate. Yeah, was just curious if the humble bundle added anything to what I already own.. and the answer is a resounding "no"... Well actually it does add Hunter Pack 2 and Headhunter #5... but those aren't worth $15 US by a long shot. I'll stop obsessing now ;o) Cheers.

Wow, I didn't expect to see the Borderlands games in a bundle.
NOTE: Keys in this bundle are packaged together by tier and cannot be separated. Redeeming packaged keys on Steam will not produce Steam gifts for items already in your library.
NOTE 2: if you buy from Germany, you will get a cut version. If you want the uncut version, you can get someone from a ROW zone to buy it for you, you will be able to activate it without any issues.
