You should try playing Divinity Original Sin coop
He can try Path of Exile or Torchlight, that would keep him entertained for a while

I played PoE some weeks ago with a dual core CPU and 3 gigs of ram, no dedicated GPU. It played just fine, I just had to disable shadows and some other stuff.

The Yakuza series, Bayonetta and Vanquish can all be found fairly cheap for ps3. I'd also recommend Shovel Knight and Binding of Issac.

Other than the basic english, your description of him is pretty accurate for me as well.
Here are some co-op games I have played with my brother that I have enjoyed a lot. Some of these have local co-op but not many:
Others that we haven't tried yet but that I am interested in:
Also I have enjoyed hooking up 360 controllers and playing my legal backups of old school games via emulator....I am too lazy to dust off and hook up the actual consoles to the tv but I do own hard copies of all the roms I play (plus I think at least one of my old consoles doesn't start up anymore)

np
also since you had "Has no problem with oldschool games (cause he grew up on them, makes sense)", I would also like to recommend Evoland 2. It is singleplayer and I didn't like the first one much but you don't need to have played that to start the second one (completely unrelated storylines); has a very zelda/final fantasy feel to it. there are some parts that have a bit of platforming and/or mandatory mini-games that I could have done without but overall it was pretty solid for what it was.

i am alot like u i think i am a hardcore gamer aswell and when u put it all like that i fully understood the sad thing is that there are few ppl who want to play games for as long as they can 90% of players do stop playing and there is sometimes nothing u can do i fell your pain in fact perhaps even u will stop playing sooner thin u think as most do XD i have lost ALOT of good frinds this way all well what can u do

I enjoyed playing Shovel Knight, BattleBlock Theater and Magicka in local coop.
Also: happy cake day!

Crimsonland: Challenging top-down twin-stick shooter. Can be played in local co-op too but the solo campaign is also very interesting and long, especially if you want to get perfect scores. Then there is the survival (endless) mode with many exciting perks and strategies to try.
Mount & Blade Warband: Warning! It may save your brother from freemium hell but he may get lost in a medieval world. It starts with gathering some peasants to get rid of bandits and continues with joining a kingdom with self-conscious lords, or creating your own kingdom and getting your own lords. If that's not GameOfThronesy enough, there are many great mods (including GoT overhaul).
Don't Starve Together: Together or alone, this is one of the best survival games without the unnecessary fancy 3D graphics.
For single player rpgs, I recommend Fable, and Kingdoms of Amalur. They don't require high language skills to be entertaining.

The first game that comes to mind is Borderlands 2, but it's not really "unique", just lots of fun.

I can remember old single player game like Ghost Master and a multiplayer also old and low specs Worms and Enemy Territory or just ET and it's free

None splitscreen Local Coop: Enter the Gungeon, Lovers In a Dangerous Spacetime, Keep Talking and Nobody Explodes, Worms series, Kalimba...
Single player: Hotline Miami 1 and 2, I Am Bread, Goat Simulator, Dungeon Warfare, Gemcraft, Environmental Station Alpha...

Unfortunately your brother is the exact opposite of me! We don't have a lot of game overlaps.
I'd recommend Journey on PS3 for everybody and anybody - at a stretch it is maybe 1.5 hours long, so even if he ends up not liking it it's not like he wasted a lot of time. It's gorgeous and has no dialogue or text.
For older games/RPGs, there's a lot of FF ports on steam! I never got to play 8 or 9 before, for example, and I liked playing them a lot on Steam. I think he'd like 3 the most - it is VERY grindy with a very uncomplicated story. I have an HP probook 4540s from 2012, and I was able to run every FF game I played (so 3, 6, 8, 9) with 0 problems. I had some issues with FF10, though, so beware - you guys might, too.
I wish I could be more help!

Coop: Portal 2, Diablo 3 (preferably the console version), Rocket League
Competitive: Brawlhalla, Niddhog, Divekick, Civ (could be coop as well), Total War (again could be coop)

I enjoyed this both solo and co/op Rampage Knights

PS3 local co-op:
Ratchet & Clank All 4 One is really fun
Little Big Planet 1 & 2 are pretty good
Resident Evil 5 and Resistance: Fall of Man offer action and FPS co-op respectively
PS3 singleplayer:
Ico & Shadow of the Colossus sound ideal, as they're great games with barely any English required
For PC local co-op:
Rocket League
Cuphead
Divinity: Original Sin
Helldivers
Keep Talking and Nobody Explodes (one person on PC, the other with the manual)
Trine 2
Victor Vran
Monaco
Dungeon Siege 3
Forced
Magicka
Good luck to you. I've lost family myself to the allure and addictive nature of mobile free-to-play games, and haven't been able to get them back. Only co-op games are able to pull them out of the mobile games' clutches, and only for the duration of the play session. Borderlands 2 was the most successful, though I don't know if it will run on his PC.

Hi everyone,
Before we begin, let me tell you story about myself. Believe it or not, I am gamer as long as I can remember, having clear memories of playing games on PC and PS1 (Warcraft 3, Crash Bandicoot, Alundra, Final Fantasy IX and many more) at age of 3. I loved to play with my brothers which were in teens back then and we were into gaming a lot, teaching each other tricks and stuff, great times that I like to look back at. Time passed and only one of my brothers was still interested in games. The fact that we still shared love for games really put us closer together,
But nothing lasts forever. As years went by, even he started to be less interested and slowly switched from "normal games" to mobile "pay or wait 2000 years" kind of games. When I realised what happened, I tried to pull my brother slowly away from these by offering to play games he liked before (even those I didn't like) but we usually didn't last long because he felt that the games were now hollow and couldn't keep him interested. I don't blame him, it happened to me few times, but then I always found some magical game that cured me and returned me to full gaming power. I started to think I lost him forever, but today he said out of nowhere that he feels like to play something unique/interesting, but doesn't know what.
This is the part where you come in. I'm looking games that are unique or interesting in some form:
There are some restrictions and information:
Games he likes: (J)RPGS, Dungeon Defenders, Diablo, Final Fantasy (not new ones), Sacred 2, Of Orcs and Men
I believe you'll surely find something great. All your suggestions are really appreciated.
PS:
I didn't want to share with you any games because I'm selfish idiot but I saw some "factory" icon next to my game and when I googled what that means it said "gib or consequences" , so I guess you are lucky (it's nothing special tho). Also sorry for that boring story.
