Am I allowed to create a topic about this?

Hi guys,

I know this will most likely be classed as self promotion, But im asking anyway. I created a ticket in support asking about it, last week. STILL no reply. No reply within 1 week.

So, I do a lot of graphic design and stuff, and I was thinking of possibly creating people YouTube banners, Display Pictures etc. This would all be done at a low cost though. I would of done it so people could PM me on steam or Add me on skype etc to do this. I assume this would be self-promotion, which I know needs a moderators permission to go on with. But would I have to ask them in a support ticket?
