I didn't have anyone say GTFO, they all just wanted to do business and be on their marry way. Tried sweet talking (lol) to a few and they got pissed and wanted the trade to be as fast as possible. Im not saying they were rude, I was just disappointed. Not saying that its a matter of nationality though so dont worry.

Well, that's not entirely true. If you try to buy games in Russian Store using some proxy or VPN to bypass regional restrictions then yes, you will be punished. But if some real Russian guy buy a gift legal way and then send it to you, you have nothing to worry about.
Note that many honourable SG members are Russians. Do we have to be afraid of their games now?

Only certain games can't be played outside of Russia. It should say on the Steam store page if it's the case.

It will say so on that store page. Also, don't forget to add your own region after visiting that page again (http://store.steampowered.com/app/44350/?cc=us if you are from the states).
I use http://steamprices.com for that. Clicking on a foreign price gets you to that page, and it will say something about region restriction or not. Also, clicking on your own price again sets your region back to your own (so you don't see all those Russian prices when browsing the store).

Most of the games aren't restricted. Some bigger and newer AAA's are, though. Normally a good way to find out about regional restrictions would be to visit http://cdr.thebronasium.com/ (currently down) and look at which sub-ids (regional versions) are available for this or that game.

Too bad for all, but I must say the true: some kind of russians are very bad... IMHO over ~60-70% of them are trying to scam you... >_<
Or worth... They can buy you the gift, and then ask support to send it back, cause of mistaken gift (or something else, like buying items from stolen CC)

I had a very nice extension for firefox which not only showed me the rates in other regions, it also converted that price into my own currency (using xe.com), and then showed a percentage of how much more/less I would be paying.
It's the addon I miss most after moving to Chrome :(

Well, today, I was browsing Steam Russian Store and I was shocked to see the prices. They were like 50% to 70% of the normal Steam Store. Now, I wonder if one buys those games, will it be region restricted too?
