I'm pretty sure that money is the problem. Rarely credit card company gives mixed messages about card error.
The most usual problem is local credit card that do not make other currencies transactions directly in some sellers (as mine).
Some sites works, some sites don't... Found no pattern yet. When it doesn't work, I use PayPal or Bank Slip (if available).
Besides, I recommend PayPal. Usualy PayPal is universal and accept anything from anywhere.

I get this when I try to add funds or buy a game on steam, I added 5$ first, and it worked then I tried to add another 10 right after. And I got this, I also tried to buy games but that doesn't work too...
