To the OP quesion...I am pretty sure Fallout 3 would work with Windows 7 as NV uses the same engine.
To everyone else...Why can't Fallout 3 and Fallout: New Vegas be equally good in their own seperate ways? They are both great games with bad features and good features. Both were buggy as hell also.

I applied the same DLL fix to get both games to work, so that's an indicator.

The Atmosphere of Fallout 3 was better than Fallout New Vegas, a Chernobyl-typo. Fallout 3 had a better Storyline, though, the features are way too much less. Btw, I encountered no lag while playing Fallout 3 on Windows 7.

In terms of gameplay pretty much yes.
If you'r wondering what Fallout is best many people would share my opinion that it's (in that order): F1,F2,F:NV,F3 and F: Tactics... and at the very end Fallout Brotherhood of Steel.

But somehow i doubt you'r interested in pre F3 fallouts ;)

Fallout 3's main quest feels less linear than New Vegas, but Fallout 3 lets you continue playing after you beat the main quest and its DLC story expansion Broken Steel.

It really depends on which environment you prefer. New Vegas is far more open than Fallout 3 feels.

Fallout 3 works perfectly fine on Windows 7. I play a lot of it on Windows 7 Home Premium.

I did not realise this. I have played Fallout 3 several times on my Win7 machine with no issues. I'm guessing there throw that in there so they can say "well, we warned you" if something does go tits up.

In my opinion Fallout 3 is superior to New Vegas, although not by much. Both are enjoyable. Fallout 3 is closer to the feel of Fallout 1 and 2.

the optimization thing, at least in my case, means you have to go to only 2 cpu cores if you have more than 2

bUseThreadedAI=0

iNumHWThreads=2

I changed this in my fallout.ini and haven't had a single crash in 40+ hours.

The only thing that "not optimized for Windows 7" means is that they have no obligation to help you get the game working efficiently on Windows 7. It does work fine most of the time, however.

Just do the bUseThreadedAI=0 and iNumHWThreads=2 thing. You'll want to figure out which fallout.ini that should be changed. I forget which one is the important one, but there are three, each in a different location. I have no idea why.
