A surprising amount, yes. I've encountered a few that are level 1 too. I started setting my minimum public GA level to 2/3+. I prefer my games go to real people.

Absolutely, yeah. I've taken screenshots of users entering 5+ of my giveaways and leaving comments in the exact same second. Fun.
But yes, like other users are suggesting, the higher your level restriction the more likely you're going to find an actual person, or just a really, really dedicated leech.

Interesting story ... that's actually how I found out about this site. Let me explain:
Around a year and a half ago, I was looking for a specific add-on for Firefox, I no longer remember what it was. While searching, I stumbled on one that I won't bother naming but it discussed SteamGifts. Curious, I looked up SteamGifts. The concept of the site sounded like fun, so I joined. Of course I downloaded that add-on. There are a bunch of settings. My favorite is the "infinite scroll"... when you get to the bottom of the page, it loads the next page and tacks it onto the end so from my perspective it's just one long list instead of a hundred pages of only 10 items or whatever, and it adds a (still manual) join button next to each giveaway listing as well as showing the description (only AFTER I hit the join button, but I can then immediately click it again and un-join if I wish).
One of the options available causes it to automatically scan the site and join any giveaway that belongs to a certain criteria (for example, wishlist, whitelist, or any SG groups you belong to ... those are each separate choices). It has in big letters immediately underneath the option "This is against the rules and your account will be banned." ... which then begs the question of why it's even there in the first place. But my point is, a "bot" that has automated joining is so easy to get, I actually got it BEFORE I joined SG, but then I was smart enough never to activate the automated part.
I'm almost to level 7 now, so if I DID activate the automation (I never would) the whole "only do level 2+ giveaways" wouldn't make any difference in my case. This is why you see a lot of puzzles on the discussion page, whether that's a simple add/subtract a letter in the link or it's a full-blown Jigidy puzzle. Either one would defeat the "bot" that I have access to.
