Edit: Sorry I didn't make it clear I'm not venting about not getting my game or asking how to report them, I'm asking if I should continue entering giveaways for the same game since there is the smallest chance that they may come through with the game or what until 7 days then enter for the same game.

Say you win a giveaway and its for a game you really want (not just a giveaway to throw points at). You check the person's profile to see what steam account name to watch for and you begin to think maybe you're not going to get your game.

Flag #1
Gifter does not own the gift himself.

2

Gifter joined the same day he created the giveaway.

3

Gifter has not logged on since they started the giveaway.

So given those flags should I stop entering into giveaways for the same game until the remaining four days of the seven they are given, or keep entering assuming I'm not getting the game?

You wait 7 days and if you still don't have the gift you mark it as unreceived.

Wait 1 week after the giveaway ended, if you still didn't got your key: Report him.

How about not entering fake giveaways? ;) Most of them are easily noticeable.

Not all of them are 2K collections (meaning they are obvious). Every new SG starts somewhere.

Not all, but I assume 95%+ of fake giveaways are expensive AAA titles or game packs. Which game did you win?

EDIT I see your reply below. Looks like you are just very unlucky, but many of such cheap giveaways are not delivered from various reasons, like trading the game before giveaway ends, resigning from using site, etc. Some users who make legitimate raffles also have 1 or 2 not delivered gifts.

How do I know if it's fake?

If I see some expensive/new game/pack, I ALWAYS check creator of the giveaway. OP pretty much summarized it in topic, but I would add to the list users with longer membership, but inactive, also - Steam accounts with few games and many F2P in library + trolls.

Sorry iPhone glitched and submitted before I was finished typing because the keyboard disappeared and I pushed submit instead of whatever key that should have been there.

check profiles before entering any giveaways for high value items -
if poster has unrecieved items and no recieved items then you know - or if account is very new and comments are low and check the games in their profile.. dont give the trolls your points

what's the worst thing that can happen? you don't receive your gift, submit ticket, they delete giveaway, you get your points back.

If I'm morally supposed to wait 7 days before entering a giveaway for the same game, I miss however many giveaways for that same game over those 7 days reducing the odds that I can win that game.

I don't necessarily agree with flag #1. One of my giveaways (Darksiders 1) is a game that I did not own (or currently own) that I gave a way because I wanted to focus on some games that I already have. I just gave it away with the intent on buying it (or winning it) in the future.

Did you try and add him?

none of you are really answering the question. I would say try to contact the person and if they don't reply you are probably safe to enter other giveaways.
