Created giveaway - someone won it, but i can't contact him. What should i do?

Added winner on steam... but he blocked me! Lol... maybe he hates russians :)
Tried to write to his mail - no reply :)
I have a suspicion he doesn't understand english.

So should i just send gift to his mail? Will it display on steam? - maybe he checks mail every month or something :)
and what happens if i send it but he don't confirm he received it?

P.S. in the future i create giveaways only for contributors - less trouble that way!
