You could always assign each member a number and use Random.org.

Just use random.org. Give each person a number and use the true random generator to give you a number and give it out to those who match

You can... the question becomes whether you should.

If you plan to also give "Dead Island" to the winner then there is unlikely to be a problem.

If you plan to give only "Dead Island: Epidemic" and not "Dead Island" to the winner, they may be punished at any point in the future when someone detects their Steam account has not activated a game they won and confirmed. The winner can (and in these circumstances should) mark their win as not received, in which case you would gain a mark against your SG profile for all to see. For reference, see the 3rd giveaway rule in the FAQ.

If you just want to select a random person to give it to, have a look at random.org's list randomizer as others here have suggested.
