It's on the one-way part of Liberty coming from downtown, and unless you know it's there, it's generally not very noticeable! They have a thrift shop next door, and all of the proceeds go to caring for the cats ♥

Found it on Google Street View. I'm not sure I've ever been on that particular stretch of road. Sweet, I'll have to check it out next time I'm in town.
