If you're fine with something extremely short, like, 20 min tops, try the SUPERHOT beta, It's free, and a ton of fun. Really replayable.
PLUS after a long wait, the full game is finally being released on the 25th or something.

It's not the length that matters, but what you do with it. ( ͡° ͜ʖ ͡°)

I enjoy both long and short games as well as medium length games. Honestly, I feel like it depends on your initial investment you're willing to spend. I never finished FF9 because there's a lot of grinding in that game and wow the game is very long. I'd say Portal 1/2 are good to begin with, if you haven't played those. Half life 1 & 2 are also pretty short.
Sorry I can't be of much help. It's hard to pick out "short" games. I think the shortest I might have played from my library is like 5 hours or something.

So as to not be complete useless, I checked my played games and here are some good ones:
System Shock 2 - Can be beat in 10-ish hours, quick paced and very very fun.
Dungeons of Dredmor - Roguelike, but runs are generally short and satisfying.
Rogue Legacy - Same as above.
E.Y.E. Divine Cybermancy - Yeah, wow. This one is a doozy. I feel like it has an infamous reputation but it's very very short and actually pretty easy while being very in-depth as well.
Gurumin: A Monstrous Adventure - Actually just beat this yesterday. It's surprisingly, and addictingly, fun. It's one of those games that I've heard of over my lifetime and I finally got the time to beat it, albeit in 10.9 hours, so it is decently short.
Dark Messiah of Might & Magic Single Player - Very fun FPRPG (First Person RPG?) and about 10-ish hours long.
The Darkness II - FPS with unique combat bla bla bla about 9 hours for me. I feel like this one is pretty popular as well.
Cthulhu Saves The World - Once again, pretty popular. The dual pack giveaways are still pretty common on here, AFAIK. It's actually a very fun and humourous classic-feeling RPG. I beat the main story (there's several different modes, but it's generally the same thing to be honest, just different dialogue and such)in about 7/8 hours.
Dreamfall: The Longest Journey - The issue with this one is that it's a sequel to The Longest Journey which is decently lengthed so you would kind-of-sort-of have to play that first but then there's another issue - This game was very underwhelming compared to the first. About 8-ish hours but pretty nice journey to experience.
Scribblenauts Unlimited - 8 hours of creative fun with enjoyable music. Albeit you can't be vulgar so, eh, I 'unno. Mostly like it because of Vinny.
Enclave - about 6 hours for the main campaign. It's from the PS2 era I think but it's a 3rd-person ( I think it can be played in first-person, not sure) hack n' slash type of game with collectables(e.g. gold, treasure chests, etc. used for upgrading the several classes you can play as) around the level.
Rising Angels: Reborn - 6-ish hours. This is a visual novel but it's actually pretty cool. I mean, there's some gripes about the game's world and what-not but there have been some explanations from the writer as to why the game is as it is, so that's some drama you can ignore.
Thomas Was Alone - 3.7 hours for me to beat it 100%(all achievements). It's kind of a philosophical game about... Life? I think...? You play as AI program characters trying to escape the world or something like that. I honestly don't remember but it was pretty fun from what I recall.
Red Faction II - 3.6 hours for me to beat it. Classic fast-paced FPS albeit the story is horrible, sort-of like the first game. Its strong point is the gameplay. You can blow up tons of stuff. It's great.
To the Moon - 3.4 hours for me. Cutesy-like RPG maker. Honestly, I think this game is one of the most notably known RPG-maker games. Its story is actually pretty good and sad but I didn't cry. I don't get how everyone says it will make you cry.
Nosferatu: The Wrath of Malachi - Uncompleted game for me but a run where I got halfway through it was about 1-2 hours. This is a very old game that is pretty much ancient-era roguelike. It really shows in how it plays, too. The people you need to rescue are randomized throughout the house and the path is fixed albeit very hard to rush along. It's something you have to play yourself but it very much plays like a rogue-like speed-runner game. The game is timed, is what I'm saying.
I was going to put more but I got bored and stopped looking at my games via time played. You can take a look too but I'd be careful of some of them. I haven't beat every game I've played.

Portal 2 - may take longer depending on how good you are at solving the puzzles but can play thru in under 7.
Octodad: Dadliest Catch
Papers, Please / Quantum Conundrum - both's main story is less than 7 hours, can play longer to 100% it.

The Trine games are pretty short (I hundred percented Trine 3 in six hours) and really pretty in terms of art. The story in 3 is weirdly incomplete tho. ...Just checked and I somehow have 19 hours in Trine 2, I have no idea how since 1 is 4 hours and 3 is 6 hours as aforementioned. So I don't know what that's about. Still, though. Trine.
Transistor was super fun. I've got 15 hours in it, but that's just because I played it twice to hundred percent it.
Beat-em-ups: Shank 1 and 2 are fun pulpy sidescrollers, and Castle Crashers was really fun and also funny (same people who did Battleblock Theater IIRC).
Tales From the Borderlands was great and took me less than 10 hours. Other Telltale games might be short too, but I haven't played those yet (yeah I know I know)
Limbo was fun, and that was ~5 hours for me, with some backtracking to find more stuff. Anyway that's probably long enough. Hope you find something to enjoy!

Braid is short if you're good at puzzle solving.
Brothers was a really nice story and quick to play.
Limbo only takes a few hours to beat.
Portal & Portal 2 are both good fast fun
Strider took me 9 hours to 100% on my first play through and that was with me taking way too much time looking for secrets so I'm sure it'd be much faster if just doing main story.
Also you can put your steam name into this website and it will tell you about how long it'd take to play each or all of your games:

Aparently if i start now I can completely play all my games in 132 Days and 4 Hours. Who needs sleep right?

rise of the tomb raider, the fact i got 40% in the matter of like 3-4 hours means it isnt that long but still a fun game

Heck, it is difficult to find a single-player game that even lasts 10, yet alone 15 hours on the first play through. Mostly strategy games (but not all), JRPGs, and the newly-revived cRPGs tend to do that (but, again, there are exceptions, like Stick of Truth or Deus Ex 3).
So, the answer could be "most any single-player game on Steam", if your criteria is play time alone.

To the Moon and Always Sometimes Monsters are short yet amazing (ASM not so short though)
both graphic novel-like, both powered with the rpg maker, so both cheap c:
