Steam games gifting policy.

Hello,
I would like to ask, can you send game directly from Steam Store to new friend or you need to be friends for certain amount of days? Thanks!

You can gift directly to a new friend. Regional restrictions is the one you should be careful of.

Indeed. As above said you can only gift to people who pay max 10% more than you. If their price exceeds that, no gifting.
Should be fine if your friend is within the same country though.
