Does Steam report all DLCs now?

Sorry for that happen to you, but i don't think that anyone beside who already on their friend list, and have a similar DLC that can check them.... so.. too bad regift DLC will be happen, and nothing we can do about it

Short version , too much hassle, nothing can be done

I still don't get why anyone would enter a giveaway if they don't intend to activate the game or DLC after winning...
