What happens if i don't receive a gift for a giveaway that i won?

I read FAQs but the answer wasn't on there.
It's only been 2 days since i won it, but i think the owner of the giveaway blocked me on steam.

"x: yes?
x: why did you add me?
x: if you dont answer im blocking you
x is now Offline.
x is currently offline, they will receive your message the next time they log in.
me: man i won the poker giveaway you were holding
MickelSnickel is now offline"

You wait 7 days, if he hasn't sent you the gift, you mark it as not received.
