Restart? When you say restart, you mean simply close it and open it again? Or do you mean something I do not understand? o.O Otherwise, why do you think that restarting would ever be a problem?

Probably means reset and whether it will stop him being able to trade.

as others have said if you mean factory reset (restore like when you first got it) then you will need to disable the steam guard prior, then yes you will also be blocked from trade for 7-14days only.

if you simply mean restart the phone (pull the battery & put it back in & turn it back on), then no there will be no problems what so ever.
