Sometimes in level 2, sometimes in 3....

Steam store price changes (and sales) change the game's CV value.
And games sometimes get retroactively bundled.
And if a game is removed from the steam store (or goes free-to-play), CV for that game goes to zero.

Probably because one or more of your GA's CV changed, thus changing your level. It hurts, I know. It happened to me once, luckily(?) I'm on my way to level 3, so I guess a bunch of my previously gifted game's CV would have to change for my level to go down. :P
