For those who are confused about 2K new region locks, I explained here, but I'll c/p it:
The locks are as follows:
- India - Activation and Run locked
- Brazil (Not Latam but just Brazil) - Activation and Run locked
- RU + CIS - Activation and Run locked
- SEA + China + Hong Kong + Sri Lanka + Macau + Taiwan + Cambodia + Laos + Brunei - Activation and Run locked
^ Those are all locked in (so can only be activated within these countries). The Europe (though it looks more like EMEA when going through the countries) key prevents the following countries from activating the game, but there is no run lock on this key.
Cannot be activated within the "Asia/Pacific Region" which is as follows:
- Their SEA lock
- LATAM (including Brazil)
- Canada/US + Autralia/New Zealand (grouping these together since Deep Silver does so as well under their NA lock)
- Japan/S. Korea
- North Korea
- Random countries that make no sense: Maldives, Timor-Leste, Bangladesh, Bhutan, Myanmar (Burma), Mongolia, Nepal, and Pakistan.
- Random territories: Cocos (Keeling) Islands (Part of Australia), British Indian Ocean Territory (UK), Falkland Islands (UK), French Guiana (France) and Christmas Island (Australia)
Those who are listed in the lock above and are not within the region locks should be granted a full RoW key.
Fun fact: India is allowed to use the above key. Good luck trying to figure out if you get an India only key, a Row key or a EMEA key when buying from a 3rd party store.
Tl;dr Those who buy the monthly from US/CA will get a full RoW key. Those in SA/Latam outside of BR should get one as well but it seems Humble fucked up on their end. Otherwise, you will most likely get an EMEA key.

Np :D. I was wrong about the Latam key btw. The region lock that they gave FatalRacer does not exist. My guess is 2K is purposefully lying to Humble for some unknown reason.
The key that Latam gets is completely RoW + a fake region lock warning. /shrug

I never heard of run locks for keys, but shouldn't they disappear after a certain time? For steam gifts the run locks disappeared after exactly 88 days if one activated a region locked gift via VPN. now that valve changed the gifting system they even removed the run locks for gifts entirely, since people cannot send gifts to some one outside their region if they live in a country with region lock.

Yes. All run locks expire after 3 months. They are meant to discourage people from activating cheaper copies, not to punish users who move to a completely different region.

My understanding from this thread was that activation locks can be bypassed so long as Sender price > Receiver but not run locks. Unless something changed, I feel you have it backwards.

I'm still kinda confused: I got NBA in a trade from someone from Columbia. I haven't redeemed it yet. Is it definitely a ROW key since it's outside of BR?
Also, in the description above it says "If you're in SA/Latam, outside of BR: you should receive a ROW key but apparently it's a region locked one, maybe https://steamdb.info/sub/116039/" > so it's still region locked? However, that subid refers to Asian countries for some reason.

Yes. Sorry I misread FatalRacer yesterday, thinking humble was trolling him hard with a key he couldn't use.
They are still trolling him, but by telling him that his key is region locked, when no such key exists. The Asia part is probably a typo on the OP's end.

So even if you're in SA/LATAM, outside of BR, there's a 50:50 chance you get a ROW key or a region locked key and you can't tell until you actually try to redeem it? Or does it matter if there was a pop-up like FatalRacer's one when creating a gift link?

The pop up is most likely a lie. Only BR should be getting a region locked key, for their own country. All other Latam countries should be getting full RoW keys. The region lock described by Fatal does not exist.

The EMEA one is a key which gives you an incredibly long list of countries where you can activate the game, though, right? For some reason I got similar one by purchasing the bundle from Canada, so it might only be US which gets fully ROW copy.

EMEA key lists the countries that you cannot activate in. The region lock warning you received is a lie on either 2K or Humble's part.
I'm Canadian as well and the key that I received was for https://steamdb.info/sub/116031/ which is the same at the Steam store package, and completely RoW.

Oh, I see. Did your key also have a fake warning about list of countries where it can be activated then? It's same message as this guy mentioned. Well, or Humble just messed my region when I purchased the bundle and so I got a EMEA copy for some reason. It's similar message in South Korea and New Zealand too (and NZ itself isn't even listed among those available countries).

Was going to give away my NBA key on SG, but the region nonsense made me decide to use it in a trade instead. I've never done a re-roll before so I wanted to avoid the possibility :T

I live in Europe and just got the bundle, but i have yet to find a note or message saying the key cannot be activated in other regions. Can i safely presume i didn't get any region locked keys?

For me, there's no mention of region locks on the keys page. Despite that, the key it's EU restricted - I found that out when trying to activate it.

Not to rob anyone of your giveaways, but I assume it's an option for you to pause once. Here's the FAQ entry on pausing, with the steps required if you want to give it a try. You can also check with Humble Support - like SG support, they are rather busy so their reply might take a little time.

Asked it before but will ask it again, I have enough money on my bank account to buy this but I can only pay trough Credit card which I don't have. Even Paypal asks me for a credit card which is bogus since my bank is linked to paypal. Anyone knows a fix for this? Not considering paying the monthly fee for a credit card just to get humble monthlies.

Nope, the monthly can only be bought with a bank card, they do not accept PayPal or any other payment type.
Also, a debit card usually has low fees. With some banks in some countries, the first debit card is even usually free.

First time ever I see that. Here, it does not even offer the option and I even recall their FAQ saying it needs a card somewhere. At any rate, it is worth a try then, maybe they changed it or maybe it is something very localised, what payment they accept for it.
I was surprised with the lack of PayPal originally, considering I pay my Twitch sub through PayPal, they just have a recurring payment set up there, and Humble could have done the same.

I can confirm paying for the Monthly with Paypal linked to a bank account works from Germany. I don't own a credit card and it worked like charme for me from the very beginning (I think it was the second or third Monthly ever when I first subscribed).

It's not that, it is the generic payment methods on the site. I use PayPal there regularly, but it only ever offers me my debit card as payment option for the monthly. It is the only button there.

In my country (Belgium) they do, first time I bought a monthly it worked without a problem but now Paypal asks for a credit card which is bogus imo.

Poland here. I needed to get a debit card to be able to subscribe to Monthly through Paypal. However adding the card is only needed to "verify" your Paypal account. After doing this you can use your Paypal's balance to pay for Monthly.

Hardly. I went to the page where my keys where, found 2, even tried contacting them, didn't get any replies so i gave one away. They made no statement about the keys in a timely manner letting us know that they had indeed fucked up.
This would be akin to going to a brick and mortar shop, buying whatever it is you needed and having the staff come around your house the following day to take it away because it was an error in pricing.
I wasn't informed that i couldn't in fact use both keys and i shouldn't be punished because a company as large as HB doesn't have decent consumer support or doesn't care enough.

Still your comparison doesn't quite make sense. You may have bought whatever you needed, but upon returning home you discovered that the most valuable item from your shopping was accidentially delivered twice and instead of returning it to the shop or waiting for them to fix their mistake you decided to take advantage of it by sharing what was an honest (and obvious) mistake with your neighbour.
So you're not quite the victim here as you would like to, methinks.

What HB should have done was address the situation immediately and remove the keys, but not revoke them if they were used. The same thing that happens when games get "bugged" discounts. Despite it being a mistake, people buy them and once the store fixes the pricing they don't go around revoking keys.
If i had been aware the two keys were a mess up immediately then I would have known it was an honest mistake and probably not have used the "wrong" one and give the other one away.

As I said, they should have adressed it way sooner though, so everybody would be aware of what they're getting themselves into by trading or giving the second key away.

Customers, as vendors, do not have to guess anything. When there is a mistake that causes a problem or a inconvenience for the customer it is right something more than an apology. An automatic response it is far from good, and I have to say that It could not be fair, but If I gift some copy to a friend and activate the other, It's not my fault that my key is going to be revoked or my friend´s key. There was no clue about what key was the right, what is not going to be revoked. It would be interesting to find out what the law says about this.

If it wasn't for this message, i still wouldn't know about key maybe getting revoked. i didn't write support, and I didn't see anything in my mail about this. There have been and still is a serious lack of communication on their side.
But I agree that it was obvious it was a mistake, they never specified it was 2 copies of NBA. I won't be mad if they revoke one key, as I paid for one only. But i would still find that bad advertising for them, since usually when a company f*ck up (like price bugs) they let the client keep what he got as extra.

Hm i wrote with HB on their fanpage on FB and I'm confused. They told me they'll be revoking te last key which was on page and the first one was valid (for me te first key dissapeard) soo it will be interesting to see what will happen. In the worst scenario i think we could write to support to revoke both keys and get us new ones.

Considering that purchases from Europe are Europe restricted, I think it's useful to set Poland and Germany as regions when creating such giveaways. It sucks that there's no specific Europe option in that list, but winners outside Europe won't be able to activate the key, like in your case.
I strongly doubt that HB would replace your key with a row one, otherwise anyone would be able to request something like that, invalidating all the region restrictions in the first place.
I guess the only thing you can do now is ask for a reroll until someone can activate it.

Most of the people that unlocked the monthly in the first hours after release, received two keys for NBA 2K17 instead of one.
One of these was ROW and the other one region locked. For example, most of the people in EU received a ROW key and a region-locked key for Europe.
