theres a certain currency ammount that causes this instantly i think its around $600 but yes 200 uses of the market cause this as well. no matter how u sold it at i think even $0.00 count as unit for ur 200 use limit.

Did you sell a lot of items on the marketplace? I heard that may cause steam to require that information, not because they want, the IRS or whatever it's called require them to do it. Maybe a national id or service bill that prove your address is outside the US may work as certificate of non-US redicency. Or just send them a W8 form, a W8 form should be enough to allow you to do transactions with US citizens.

this has to be done by every steam member, the country doesnt affect this.
In fact like mentioned its the number of community market transactions which triggers this.
If you are from the US you have to give them your information since after a certain amount of $ you have to pay taxes.
If you are not from US you still have to give them your information but you can tickle a box which says "I'm not a US citizen".
If you have gone through that your account will be unlocked and have no further limitations.

hmm ive been on steam for 10 years now and never had to pay a tax or had them ask me for this info.
usually these types of requests are made when you sell something and make money since the tax has to be paid and you are responsible for doing it. where as when you buy something the tax is included in the transaction, but when buying online there are no taxes unless that business has a location in your area/state

Yes but the market is a fairly new thing, it hasn't been around for 10 years. The tax form they make you fill out has nothing to do with sales or the regular shop, it is about income made through the market. I am sure they would rather not have to go through the trouble of getting everyone to fill this out but by law they are required to. Be happy you can use the market as much as you can before this is required.

Go to your market history which you can find in the top of the community market page and then check the number in the left corner, though it isn't per year instead it's the total amount of transactions you have made.

If I remember correctly, by default, you can only create 200 listings per year. If you want to make more, you have to fill out this form that basically states that if you make more than $20,000 on the marketplace, you get taxed or something like that. Don't worry, it's safe.

That's exactly what I said to the cop when I got pulled over! Didn't work for the same reason it's not a valid reason here. It's not a Steam policy to collect this info, it's a law to make sure that people using online marketplaces as a business pay the appropriate taxes. If you don't like that then the proper person to contact is one of your representatives in congress. If you don't live in the US then this is a non issue for you.

Actually it is an issue for non-US citizens. First, Steam message is unclear, they don't state the exact purpose and rang of required data. Second, depending on the data and what they are used to, it may be in violation of local laws in many countries. And when you deal with someone's personal data, you're bound to observe his local law too.

arronasu was right. you have to submit passport, driving/personal id, and a short written story of you are an American ALIEN. The support will guide you through that, teaching you how to make a story why the transaction went through as US. It will take some time

It's likely to happen to me soon, too.
First of all, my country doesn't provide document titled "Certification of non-U.S. Residency" (yes, I am kind of bureaucrat because of my job).
Second, if they want any personal data from me that weren't already included in my transaction details and my debit card info, I will ask them what exact data they want, who is going to recieve them and for long they will be stored.
Both my country and EU laws say also that I should be allowed to review and correct that data on demand for as long as they are stored.

It happened to me as well, but I just gave them what they want because the only thing they ask is registration address (for non-US residents at least).
In case some one so paranoid, there is a workaround: create a new account, login using steam client, make a purchase in steam store, wait a month and you're good to go ;)

Ok, I've read all of your comments and I thank you for taking the time to answer me. I have decided not to take any action for the time being, concidering I'm not restricted of anything on STEAM at the moment and I do not plan on using the market, if I am to be restricted. If in the future I do plan on using it, I'll consider it, but for now I'm not comfortable with giving my information in some form. If they want my address, they should check my IP because I'm sure they have it...or they could just look at the purchases and see that I've provided a valid address, whenever I bought games. Anyways, closing this thread hence I've reached a conclusion. Thanks again.

The funny thing is that I've never even been to US. For now I told them that I do not wish to give them any information, to which they replied:

The requested information is sent to a third party for verification. As soon as we receive the confirmation back from the verification company your account will be updated and the limit removed.
