I don't mind those if they aren't paid mods. There are some sweet Fallout 3 mods out there, for example.

if priced right i have no issue with paid mods. the mods don't make themselves, it costs a lot of investment plenty of times, if nothing else manhours. modders should get paid for their work. something like DsFix literally makes or breaks a game by it's presence or lack thereof. and with the tools 4axis promised i can make a full fledged XCOM RPG with textures, stat values,levels and campaigns entirely different from the core game. depending on how open they actually made it, i can go as far as make new stats for the weapons and enemies plus new AI coupled with it to expand the game and change it even further to almost unrecognizable state. i doubt that, it's not really pleasing for a developer to leave your code entirely open like that, but depending on the code they use, if it's well documented it's entirely possible to do it. and documenting code well is an industry best practices supposed unwritten rule - sadly it gets disregarded a bit for resource constraints and protection as Software companies usually have internal documentation that is not packed with the code itself.
LongWar was not paid, and it was one of the best mods to ever exist, right below just a notch from Counterstrike and company. it completely changed XCOM 2012 into a new game. and they brought the modder studio in this time. it's more like outsourcing DLC than actual standard interpretation of mods really.
Enemy Within was for me a new game to have fun with, and this time around, half of it can be done via mods. so mods in XCOM;2 have the potential of making it a platform to build XCOM games on top of, instead of just a game with a level editor. what they promised is better in every way than Mario Maker for Mario, and look how that turned out.. obviously not so many people are into xcom but still...

ikr? both LongWar and Co-op sound so nice for Xcom2.
can you imagine having half a dozen friends over around the TV, joking around drinking/smoking, having a soldier made in each's image and playstyle and play as a team of 6 instead of 1 guy controlling 6 random soldiers? best of all, than you can later carry on and play over the net when you can't gather everyone in 1 place or with friends from far away...
